Hong Kong Advances Project Ensemble for 24/7 Tokenized Settlements and Expands Stablecoin Trials

Cointelegraph · Ezra Reguerra

Hong Kong has broadened its Project Ensemble pilot, enabling around-the-clock settlements for tokenized transactions. Simultaneously, the city’s monetary authority is preparing to conduct trials involving regulated stablecoins linked to tokenized government debt.

On Monday, the Hong Kong Monetary Authority (HKMA) announced that its EnsembleTX initiative has advanced to a phase permitting 24/7 real-value transactions. This development aims to assist banks and their clients in moving funds globally, managing tokenized assets, and performing treasury functions outside conventional banking hours.

Previously, participating banks processed payments through Hong Kong’s existing dollar settlement system, which restricted operations to specific hours. When real-value transaction trials began in November 2025, HKMA expressed intentions to introduce tokenized central bank money to allow continual settlement.

HKMA initiated Project Ensemble in March 2024 to investigate how wholesale central bank digital currencies could facilitate tokenized transaction settlements by banks. In August, a sandbox environment was launched, enabling banks to connect their tokenized deposit platforms and carry out transaction testing.

At Hong Kong FinTech Week, HKMA CEO Eddie Yue highlighted that tokenized central bank money is being deployed as the fundamental layer supporting 24/7 settlements. He noted that tokenized bonds, money market funds, and bank deposits are already integrated into the system.

HKMA also revealed that licensed dealers have completed secondary market trial transactions involving tokenized Exchange Fund Bills, a form of short-term government debt. Plans are underway to extend these experiments to include regulated stablecoins.

Separately, HSBC Group CEO Georges Elhedery revealed at Hong Kong FinTech Week that the recently launched Hong Kong dollar stablecoin, RedCoin, has quickly attracted 50,000 users within about ten days of its release.

Elhedery stated, “We have 50,000 users,” and indicated HSBC’s ambition to reach “multi-million users” as access to the token broadens.

RedCoin’s deployment introduces stablecoins into retail payment channels, complementing Project Ensemble’s focus on interbank and tokenized investment transactions.

Elhedery also mentioned that HSBC offers tokenized deposits to wholesale clients in Hong Kong and roughly six other jurisdictions, enabling continuous fund transfers.

HSBC launched RedCoin on October 23, targeting transfers and merchant payments through its PayMe app. More than 3.3 million PayMe users can activate wallets for stablecoin use. Plans include integrating RedCoin into the bank’s mobile app and providing options to subscribe to tokenized investment products, such as a Hong Kong dollar money market fund share class.

HSBC was among the first licensed stablecoin issuers in Hong Kong in April, joined by Anchorpoint Financial, backed by Animoca Brands and Standard Chartered. The licensing framework introduced in August 2025 mandates compliance with reserve backing, redemption processes, and risk management standards.

HKMA’s advancements in tokenized settlement and HSBC’s rapid adoption of stablecoins underscore Hong Kong’s growing leadership in integrating digital assets into both wholesale and retail financial ecosystems. These developments promise to enhance liquidity, operational efficiency, and accessibility in the city’s financial markets.

The significance lies in Hong Kong setting a benchmark for embracing regulated digital currencies to modernize its payment infrastructure and broaden stablecoin usage, potentially influencing global trends in financial technology and regulatory practices.
